Obituary of Honorable Dolphus Carter, Jr.

Dolphus Carter, Jr. Dillon, South Carolina Dolphus Carter, Jr. died Wednesday, February 2, 2022. He was 94 years old. Born in Allendale, S.C., Mr. Carter graduated from the Allendale Training School. Following his high school graduation, Mr. Carter served in the U.S. Army. He was a member of the elite 82nd Airborne Division. Following his honorable discharge, Mr. Carter graduated from Claflin College (“University”) with an undergraduate degree in Elementary Education and from S.C. State (“University”) where he received a master’s degree in education. Mr. Carter’s career as an educator in Dillon County District Two spanned more than 35 years. Gov. Richard Riley appointed Mr. Carter to the State Board of Education; he served two terms. He retired as a public school educator in 1992. Mr. Carter continued his public service as a Municipal Court Judge for the City of Dillon; ultimately, he was named Chief Municipal Judge. Prior to becoming a judge, Mr. Carter was a member of the City of Dillon Zoning Board; for a time, he served as Chairman of the City of Dillon Zoning Board. He was an active member of the Dillon County Democratic Party and other local civic organizations. A dedicated member of St. Stephens United Methodist Church, Mr. Carter served the church in numerous leadership capacities. Predeceased by his wife of nearly 71 years, Ruby Woods Carter, memories of Mr. Carter will be cherished by his children, René, Jane Crawford, and Stanley (Becky). His son, Dolphus III, also preceded him in death. Mr. Carter also will be fondly remembered by eight grandchildren and three great grandchildren; nieces, nephews, and a host of loving and supportive friends.
